Understanding the CBSA CLVS Program and Fast Release Rules for Commercial Goods

If you ship business goods or gifts to Canada, how quickly they clear customs has a big impact on your costs and your shop’s reputation. The Canada Border Services Agency (CBSA) runs a special program that cuts this time as much as possible: the CLVS (Courier Low Value Shipment) program.

From June 12, 2026, CBSA officially applied new rules extending the operational measures that support fast release of commercial goods under this program. Understanding who benefits and how the process works will help you plan better when shipping goods into Canada.

What is the CBSA CLVS program?

The CLVS (Courier Low Value Shipment) program of the Canada Border Services Agency (CBSA) is designed for low-value shipments carried by authorised couriers. Its goal is to simplify reporting and clearance so that commercial parcels are released quickly at the border.

However, note that this mechanism does not automatically apply to every ordinary personal parcel. According to the official CBSA notice, the parties that take part in and operate this process are:

  • Commercial importers.
  • Customs brokers.
  • Authorized CLVS participants (couriers licensed to take part in the program).

What’s new from June 12, 2026

From June 12, 2026, CBSA issued guidance extending the operational measures that support fast release of commercial goods under CLVS. This maintains continuity and reduces congestion at clearance warehouses.
